Not necessarily.
Certainly there is a distinction between WinModems which require the
driver to perform the modulation and demodulation, and those which can
do it themselves. However, this distinction is largely irrelevant as
far as getting it to work on something other than Windows is
concerned.
As far as I'm concerned, a WinModem is something that only works on
Windows, due to the fact that it requires a specialised driver (and
invariably there is only a Windows version provided).
