The issue really is if you are using the CMOS clock to keep UTC or
local time.  If it keeps UTC, timezones and summer/winter-time can be
handled correctly.  If your CMOS clock keeps local time, you probably
have set up your system with timezone ``UTC'' -- offset=0 (zero).  Since
there is no summer/winter-time for UTC, you have to handle this manually.

Distributions: Frankly, I don't understand why people keep saying ``I
am running "HatWearIan" Linux ....'' as if the distribution really
mattered.  Linux is Linux and the official policy of all distributions 
is to keep the highest degree of compatibility and avoid splitting the 
Linux community.  In cases where the distribution really matters, the
question should be directed to the distribution specific support
channels.  I personally delete most messages that refer to a
particular distribution without reading them.
