Then the account data you have is either wrong, or the account is deliberately
set up to disallow shell access

If it was a shared server I'd say "no", if it was customer owned I'd tell them
to go learn about secure login tools first.
There isnt any actual magic for telnet. Non root users can login if the telnet
daemon is running and someone hasnt intentionally stopped them from logging
in
