Did you already try to mount an existing nfs partition ? like
# mount 193.63.255.4:/public /mnt/sunsite

This mounts the public dir of src.doc.ic.ac.uk and (should) work(s)
fine.
If this fails too, than probably, your nfs _CLIENT_ is poorly
configured or 
you're hidden behind a (stupid) firewall.
If here you succeed, then your nfs _server_ is confused.  Try indeed
to 
restart the server so it rereads the exported partitions.  (almost
nowhere
changes in configuration are read after a server has been started,
unless 
the server is pointed to these changes (cfr. apache, sendmail, rc5des,
...)
