I know.  You use M$ Windaube to browse, don't you ?
Your Problem is that Netscape for Windows (You use Netscape, no ?) rename the
.tar.gz files into _tar.tar sometimes.
So... Your file isn't a TAR file but a TAR.GZ file.

use

tar zxvf file_tar.tar -C DIRECTORY_TO_UNTAR
