If you want to make it so that the FORCED fsck never occurs (which I don't
personally recommend!), you can change your line in /etc/fstab so that the
last two numbers on the line for the root partition read 0 and 0.
Example:

/dev/hda3          /                  ext2    defaults        1 1

That is the line for my root partition.  The numbers 1 and 1 are the
filesystem check count numbers.  If you want to make it so that fsck never
runs, make it 0 0... but beware.  If your hard drive starts to fail, fsck
won't pick it up and you may lose important data.
