Thanks for the info," which" didn't help  much as it just returned 
"ifup", and there is more than one ifup if I'm not mistaken. 
"Whereis" returned /sbin/ifup. As a user I can dial by using 
"/sbin/ifup ppp0" so it seems that it is a path problem. How do I fix 
that?
