given that they will not.

Please note bene OTTOMH and not guaranteed. Set up an https server outside the protected net which runs one of those ssh enabled terminals as a cgi program. Use this to NAT and relay on to the target. Demonstrate that to the network-nazis, If they have more than 2 brain cells, they will understand the pointlessness or their attitude, on the other hand possibly not.
