You know, that might actually be legal. The following page (http://www.cpcc.ca/english/collPayment.htm - the people who administer this crap) notes that liability to pay the levy is triggered by first sale of the media in Canada. Of course, IANAL so my words should be taken with a grain of salt. I'm about a 15 minute drive from the Canada/US border.
