My understanding (as a non-organiser but someone who has a lot of LCA T-shirts) is that LA (as in, Linux Australia, not "the LCA conference") will help you figure out how to figure out how to do things :-)
Mostly an LCA bid needs to start with a good understanding of seating for the conference sessions (especially the usual blocker, a hopefuly single room for the keynotes), and accommodation and facilities for the delegates. Details like networking etc are usually handled by Evil Steve and his crew building their own off to the side of the venue's existing kit, because it's rare that any venue will meet the LCA useage requirements. There's also a dedicated AV setup to meet our requirements for streaming, it's possible the venue has their own kit but again, LCA has unusually high standards. So, worry about the non-IT things first. Can Christchurch provide seating for everyone in one go for keynotes? Can you find a venue for the Penguin dinner? Can the conference venue feed everyone at lunchtime? Where is there accommodation? Where can delegates get to for entertainment/eating/drinking/shopping/sightseeing? UC sounds like a good fit for most of those things, probably why most LCAs end up in a University campus :-) Three years sounds like a tight timescale; you need to make a bid to LCA that shows that you will be able to sort out the details before they select you (and I imaging that provisional bookings will help to convince them), then they give you enough notice + budget for you to start paying for things and locking them in. There's a whole learning process for potential bid teams to go through, IIRC there are bid team meetings at the LCA - have you already sat in on this at a previous LCA? Also, with the current reminders that "there is no CLUG", if you are very serious you probably should be reaching out to every community related to Christchurch that has an interest in Linux & friends, maker spaces, the wider Canterbury crowd, Council and so on.
