you mentioned in a previous mail that you use Cisco CNR. I
gather from Cisco's website that CNR is a integrated DNS/DHCP service that
allows policy based naming and ip services. Have you checked that there
are no conflicts due this ? The best way to solve this problem will be to
slowly eliminate each variable.
