Yeah, Joe Kelly is right. The ping monitors are only for the IP addresses assigned to the web servers with your sites. If one of the individual servers that contains one of your websites goes down, then you will (should) be notified by a failed ping ticket.
If their entire DNS goes down, I can't imagine them notifying anyone via a ticket, since they would have to create a ticket for every customer.
