I don't think he has that much of a choice, as he should know first hand
that most "conventional" weapons cannot hurt the Gundams, so he need the
high power ones, and currently, only those powered by GN drive is small
enough for a MS to carry. Besides, even armed with GN Drive, it's not
like it's going to remove the transformation or anything - he just need
something high power so he can actually hurt the Gundams.

He had enough of a choice to be able to refuse a GN-X. I think he would
view a GN equipped OverFlag as a cheat. I think he needs to prove that
an Overflag can beat a Gundam so his ego wouldn't accept a cheat. A GN
equipped Flag would be effectively a Gundam with a different exterior.
His obsession with the Flag design is central to his being in the same
way Setsuna is obsessed with being a Gundam.

As far as the GN Drives they appear to need a conduit to flow to the
various limbs according to the quick shots they showed of the
blueprints. I know that the Exia has light blue ribbon cables in the
torso, shoulders, and thighs that could be part of such a system. I
haven't built the other Gundams yet so I can't speak for them. I don't
think that it can be easily retrofitted into an OverFlag if at all.
