Who and how many will be members is a significant factor in the
design of the voting mechanism, if not the organization.  How many
of us really care to participate? 

What do you think would be the total vote in ICANN's election in
2000 A.D. under the most aggressive voter registration senario
(i.e. automatically registering all domain and IP address holders
and allowing all others to self select).
