Dear Mr. Shaw:

I am writing in reference to allegations and claims made by you in your
capacity as a representative of GAC, ICANN and the ITU.  Your email to a
number of newsgroups (including the comp.dcom.telecom conference) claimed
our employees; officers or directors are involved in a conspiracy with
Network Solution to destabilize ICANN.  This is libel and slander.

I will not address nor justify the claims made by you except to say that
they are false.  I demand you apologize in writing and fax the same
document to my attention at +1 (419) 821-8581.

You have 24 hours to comply.  If you should fail to comply we will take
appropriate action.  We also reserve the right to legal action in the
event you default on our demand.

In closing I would like to point out that as a government representative
of ICANN and the ITU it would be prudent that you conduct yourself in a
manner fitting your position.
