On my system, "slapcat" without any operands works just fine, but I
think it also needs to have the ldap config file set up.

Incidentally, there are 2 different "ldap configs". One is the one that
configures the LDAP server, the other configures LDAP clients. The LDAP
client one (which I believe is the "/etc/openldap" part) doesn't
actually have to be pointing to an LDAP server on the local machine.
