The USCG Documentation Center used to produce on request
and payment, an Abstract to any documented boat. Even if its
currently out of documentation they may have it registered.
The cost was something like $25 as I recall and will show the
chain of title and recorded liens & releases on the vessel, and
I also believe they have the first MSO or documentation relating
to the Builders Certificate.

I am going from memory here.  (I was born with a bathtub brain
but years ago I lost the plug!)

Using this there may be enough to find what you are looking
for.  They usually will also provide copies of the documents
that are filed, again for a small cost.

The fellow who bought my boat 2 years ago was an Austrian who sailed  
it from
ME to Turkey and now has problems with the Turkish authorities re  
proof of
prior registration. The broker is long gone so no help there. Anyonre  
have
an idea as to how he can get something that proves prior ownership  
etc? The
boat was documented so I sent him to the vessel documentation site. I  
know
he sailed it in the US for a month then laid it up here for the winter
before he set sail. I really don't think he had a clue about having the
paperwork in order as this was the first boat he owned and was probably
lucky he wasn't boarded as an alien without a cruising permit while  
here.

Some agencies require a "certificate of origin" which starts with the  
manufacturer and subsequent owners down the line and a bill of sale  
from you. If the boat has been registered previously, all of this  
info should be available, maybe not easily, but available.

I would think that your bill of sale, supplemented by an affidavit  
from you
setting out the boat's history and the details of the sale, *should*  
make
the Turkish folks happy.  If not, there's probably not much more you  
can do

Bob  --  I'm in the process myself of trying to get some prior
paperwork for my own boat which is documented by the USCG.  I've
contacted the CG and have discovered that they have a lot of that
paperwork in their archives, and will make me copies for a small fee
($4 - may be more for lots of paper).  I think sending this gentleman
to the CG site is the right way to go.  There is an email address on
that site to which you can send questions (says to send them to the
webmaster, which would not have been my first guess, but it seemed to
work).  To my astonishment, I received a helpful reply, and followup,
within about 24 hours.
