Every thing is possible in Turkey, I remember when I was a teenager 
and was pulled over for speeding n my folding drivers licence there was 
something to the value of $20 and that took care of the situation with gladness 
and thanks. 
Thinks might have changed now. But a good word and bottle of Johnny walker 
might be enough for 
acceptance.

    The fellow who bought my boat 2 years ago was an Austrian who sailed

    boat was documented so I sent him to the vessel documentation site. I

    he sailed it in the US for a month then laid it up here for the winter

    lucky he wasn't boarded as an alien without a cruising permit while
    here.

    Bob  --  I'm in the process myself of trying to get some prior
    paperwork for my own boat which is documented by the USCG.  I've
    contacted the CG and have discovered that they have a lot of that
    paperwork in their archives, and will make me copies for a small fee
    ($4 - may be more for lots of paper).  I think sending this gentleman
    to the CG site is the right way to go.  There is an email address on
    that site to which you can send questions (says to send them to the
    webmaster, which would not have been my first guess, but it seemed to
    work).  To my astonishment, I received a helpful reply, and followup,
    within about 24 hours.
