Fines are up, documented on paper, tracked by computer, and if not paid, affect your ability to pay your semi-annual road taxes. Get caught going 111% or above of the speed limit and the fine is $80+. American driver licenses are still accepted, but an international driving license will help one avoid a fine. Giving a "tip" today lands you in jail for 6-9 months while they decide what to do with you. Having your paper work in order, being polite, trying to speak Turkish, and being very apologetic MAY carry the day.
