We don't need two latching relays.

The goal is to operate a latching relay using one control wire. 

Some latching relays have two coils some have one using reversing current
to set or reset.  A two coil latching can be made a one coil relay by using
steering diodes, a diode in series with each coil.

A similar goal is to use one wire to signal the instrument panel to
indicate either a low oil pressure or high engine temp when either of these
two switches are switched to ground.

And to do all this in the simplest way using no power when in the quiescent
state.
