There was a case a couple of years ago in Fernandina Beach where a couple of
fellows on a sailboat came in and anchored kind of on the edge of the anchorage
area.  They went down and went to sleep, but they didn't have an anchor light
because there was a fault in the electrical system.  A tug pushing a barge came
along, and sunk their boat (which I think had drifted out into the channel a
little) and one of them drowned.  Part of the blame was assessed to the tug for
not having a lookout on the barge, but of course a lot of it was a lack of an
anchor light.
