Lee, the operative wording your using below is "alleges that approximately 18 
mos after purchase it entered NY".   

The first question I would have is "did it"?  You may have been a NY resident 
but did the boat physically enter NY waters?  If it did, I know for a fact that 
you're given a 90 day grace period to register it here and I believe that 
applies to payment of sales tax.

But if she never entered NY waters, is currently laying in Florida, and you're 
now a Florida resident then I think you should be able to make a case for 
yourself. I don't have it handy at the moment but if you check NYS.gov website 
I'm sure you'll find a phone number for them to discuss it.  

But don't rely on me <g>!  I don't work for the state.....

after purchase, it entered NY.  At that time I was a NY resident, but changed 
to FL soon after.  Boat has USCG document, no state registration.
  All I can find web searching is that no NY registration is req'd unless the 
boat is used in NY for 90 continuous days.
  Sales tax law seems to indicate that Tax is due even if boat never entered 
NY, but tax dept says any entry into NY requires sales tax paid.
  FL allows 90 days.
  Anyone know anything about this in NY?
