For anyone else in the same boat (bad pun, I know!) I spoke with Hunter this
afternoon and the bottom line is that this project goes to the bottom of the
pile.

According to Hunter, there is a counterweight inside the compression post
and the absolute only way to repair the pulley arrangement is to remove the
compression post. And to remove the compression post, you've got to first
remove the mast step.  I've got too many projects to accomplish first
(installing new electronics and radar) to spend time on this project. Since
I'll probably wet store for the next 2-3 years I'll tackle this job the next
time I store on the hard and the mast comes off.
