I have another idea on a cloud solution but we are not limited on IO
requests or bandwidth per se here.

I am not being biased here. I am thinking the following.

a vps from https://www.linode.com/pricing in particular the entry level vps.

Then on that vps we would setup own cloud http://owncloud.org/ and
interface it witih LSP through its api  which is php based
http://doc.owncloud.org/server/5.0/developer_manual/app/index.html

This is just an idea im not saying its the end all solution but we are not
limited by IO. we have plenty of bandwidth as well connectivity speed. They
also recently upgraded to SSD based servers for added performance.
