There is a proposal, known as the Dot-Side, that addresses this restriction.
The proposal is to require a [.] at the beginning of all
cmene, which would allow the [la lai, la'i, doi].

Examples:
Atlanta
la atlyntas. (Current)
la .atlantas. (Dot-Side)

Germany
la .daitclant. (Current)
la .doitclant. (Dot-Side)

Personally, since there must be a preceding pause before cmene UNLESS it is
preceded by [la, lai, la'i, doi], taking out the exception (i.e. UNLESS....)
is a minor quibble, especially in view of the benefit gained by no longer
disallowing the four mentioned within cmene.
