You could also make a cd that contains the X11 server, some local apps
ans ssh. With the correct setup each user can pop the cd into his/her's
computer boot up and connect to the remote system. You could take this
combo as far as giving each user their own certificate key and use this
for key-based authentication over ssh (haven't done it too much myself
but it's doable)

This could lower the bandwith costs at startup quite a bit. This of
cource implys that your clients got pc's w/ CD's. But then again a 39 $
cd player is cheaper that a CITRIX client.
