For a Full Linux system, there is generally a file
in /etc/securetty.

This file contains a list of the ttys where a root login
is ok.  Typically only the console devices are in that file,
which limits a root login via telnet.

This file doesn't exist for LTSP workstations.  If you can't
login to an LTSP workstation as root, that is because NIS
doesn't export the root userid.
