If you get a NFS server running on the WinTS, and DHCP and TFTP configured properly, LTSP should boot in text mode. Combine that with running rdesktop instead of an X session and you should be all set. In principle the server OS does not matter - SunOS is fine expect the other flaws it makes the admin's day with, and MacOS should work as well. I think there are also people using Windows. You will not need cygwin necessarily, because you do not need any special apps. Just see to getting NFS setup (and transfer the /opt/ltsp tree from a Linux Box you setup as LTSP server), DHCP is known to work and I think there is a description in the wiki. Perhaps you will need cygwin for the TFTP server, I do not remember wether Win2003 comes with one or not.
