Ben, Rafael just replied an email on the general mailing list - he is so busy and he promised to answer more emails in the future.
I don't think being a moderator is the issue. IMHO, one needs to do his/her part if he/she is willing to help and title/access will come by time - at least this is what I have learned all these years.
