Will answer this partly,few internet cafes don't do it not till they are reminded by the ISP's!
Those that do it ,borrow UMEME's tech. of loadshading (if they have 40 machines 10 update on monday mornig,10 Teusday evening and etc otherwise never ;-) )
Some Schools have Norton Coop.Edition, It's the Server only that gets the antivirus definitions from symantec then  clients  fetch from her at anytime!!
Now about those windose updates since am a network guy I advise guys to disable all that to conserve bandwidth for a fast connection or enable it for a slow but secure network .Otherwise what new things/patches to expect from M$ apart form IE,Mediaplayer and MSN messanger!

Can't say I've heard of Windows Update being localized. In 
all instances, it might be necessary to update off the M$ 
web server.

IIRC, M$ also issue what they call off-line copies of the 
updated software, so that admins can download this onto a 
local box and distribute the update at their will.
