Suse 10.1 has two network setup methods, Network manager and Traditional 
method. Network manager configures the NIC only when it is active but this 
shouldn't be a problem because when the carrier is sensed then the card is 
immediately configured according but possibly it might cause problems with 
some firewalls. Got to yast->Network Devices->Network Cards, and change 
Network Setup Method to Traditional. Hopefully this might help.
