Incorrect assumption. Jail breaking and Unlocking are two different things.

Jail breaking is the process of modifying the code to allow the
installation of third party applications not offically part Apple apps.

Unlocking: changing the code so the phone can be used on any carrier

You can jail break your iPhone without unlocking and vice versa.

Secondly, unlocked iphones are now being officially sold in South
Africa, Hong Kong, etc. and no reason for these not to find their way to UG.
