When I said all operators in UG being at border, I was referring to Masts. As for now I do not think any UG operator has fibre at the border.

They may have built to the border by now, but not sure. Not much glass to Arusha/Mwanza AFAIK. Glass to Kisumu now, and some boyz were planning to lay a cable under the lake, but think that one has gone by the wayside.
