When I said all operators in UG being at border, I was referring to Masts.  As 
for now I do not think any UG operator has fibre at the border.

Those in Telco industry will be best to clarify.

???  They are at the forefront on the Kenya side, fer sure.  They may have 
built to the border by now, but not sure.

 Not much glass to Arusha/Mwanza AFAIK.  

Glass to Kisumu now, and some boyz were planning to lay a cable under the lake, 
but think that one has gone by the wayside.  Perhaps it was just a rumour 
anyway.
