why do I have the feeling that, James, you have taken the stand of, "the
govt MUST take over this whether we like it or not". With all due respect, I
believe I to have a right in saying no to GOVT involvement and opting for
another way to get this resolved. Knowing the history of the Internet in our
neighbouring country Kenya, would rather there be no hand of GOVT involved
at all, if any, let it be so minimal that it does not contribute at all to
the running, management and maintenance of .ug

Are you sure you want to drag the UIXP into this??? There are requirements
for interconnect for all ISP's, which fall under the mandate of the UCC. If
you desire, you can set up your own IXP as a private individual and have all
ISP's interconnect through it and charge what you desire... All that UCC
cares about in this case is that you connect with peers. Lets compare apples
with apples.
