Well, another post by Kaufman informs us that the USE_BLAT_MAILER
option and the -noblat command-line option all refer to the Japanese
version of blat, which does work with the Japanese version of lynx.exe.
This was written using the American version of blat.exe, which takes
a completely different command line, and for which all the lynx headings
have to be suppressed.
