The current Layout->Table does something like that, but it's
probably misplaced under the "Layout" entry.

I suggest:

  Edit->Table   : will do what Layout->Table does now
                  (pop up the Table-layout-window; well, rename
                   this window then into "Table edit window").

  Layout->Table : remove this entry.
