I'm confused by the above sentence (perhaps it should be 5 sentences).
Are you saying you think we should keep the "New.." and "New from
template.." menu entries that we currently have?

If not,  then how do you propose to allow a user to select a template for
their document?  I can't see how we can allow anyone to switch to a new
template on an already existing document.

Maybe I'm not "most people" but I have 4 main document types I use:
IEEETran, ieice, latex8 and letter (I also use article for writing
sys-admin documentation for the local systems).  I would image that most
academics (which I would think would constitute "most users of LyX") would
have a similar collection of journal and conference paper layouts they
use.  Switching layouts after a document is created is a pain.

Maybe you are proposing:  "New (default format)..." and "New..."
