Not that I am an expert but you first step is OK with me. Note that you kind
of already have that with the Navigator for InsetGraphics.
But the need for a manifest file/registration has not been agreed upon
(my embedding approach does not need it).
We are only talking about maintaining a list of links in the Buffer
structure within LyX itself, not in an external manifest file. I am just
suggesting that we reuse the updateLabel/addToToc mechanism that already
exists.
I disagree with your
incremental approach because without an overall idea what to do, your
initial steps can be a total waste of time.
This list of files will be useful even if the embedded/bundle/whatever
is not implemented. If we are _just_ able to export a zip package with
everything needed to compile inside, without any consideration of
reversibility, etc. Then that would be at least an improvment IMHO. But
I'll shut up now as I don't want to be involved in any drama, got no
time... Please, no drama this time :-)
