You know that this impossible. The packages change so often, it would be
a nightmare to keep the up to date all the time. Moreover what about
packaging bugs (for example sometimes files are missing from
MiKTeX-packages due to mistakes of the package).
And (again), what's wrong with using the MikTex package manager object
from the SDK (http://docs.miktex.org/sdk/). Then you woul only have to
ship a list of files, and miktex would download/update them gracefuly.
