At least we can use the SDK also to query whether a package is installed.

After reconfigure, we can present a list of packages that were not yet
installed and ask the user whether he or she wants to install them
now.

When using a package in a document, MikTeX will possibly automatically
install the package as is common for LaTeX users on Windows.
