"master-only" can be indicated differently.
First, if a bug is master-only and is fixedinmaster, then it can be
closed. The bug was only ever in the development branch, and was never
released. This is current policy.
If the fix for a bug involves a file-format change, it can only be fixed
in master. This doesn't mean that the bug was never released.
The problem with the above scheme is that the percentage at the roadmap
is wrong for either the stable branch or for master.
