Actually actually, I'm wrong about that. This setting depends upon
LYX_PROGRAM_PREFIX. We normally do not have the prefix in the case of
the Windows install, but 2.3.0 and 2.3.1 (so far) did. So most users
will now have a "LyX 2.3" user directory, or something of the sort.

I have updated the configure.py script to do something similar to what
is done on OSX. This will
not work for everyone: If you already have a "LyX" user directory (say
from a 2.2.x installation),
then we will not copy the "LyX 2.3" directory into it. So I'll put some
kind of note on the download
page about this, and include it in the announcement.
