What's against? What's in favour? Are there alternatives?
Hardcode dvips would imply a strict dependency of LyX on dvips.
It also would mean we can remove the tab in the preferences.
I think hardcoding dvips would not be bad, unless there are alternatives
that are better and indeed used by some people. Are there?

That implies you have a LyX document of 1000 pages, without splitting it up!?
You should use instead the \include{} or \input{} commands to separate parts
of the doc into different files!
Wouldn't these \include and \input commands bypass the problems
of having to process a whole lot before printing !?!?

Today I've installed xpp on my FreeBSD PC (http://cups.sourceforge.net/xpp).
Could indeed be an alternative! I'm neither using KDE, nor GNOME, but
these WMs have probably an equally nice interface, if not better.
