You probably have an Aspell installation for the current user. Remove it if you want to use the system-wide version instead.

They should go to the right place, but the version that's installed for the current user gets priority over the system-wide version.

Another point, that could be a question of Aspell is, that it is important to install the English dictionary at first, regardless which dict you really want to use. Otherwise other dicts like the German one demands *every* word. You have to delete the whole Aspell directory and repeat the installation. But that could be a special thing of Aspell, and has nothing to do with LyX.

Maybe something else was wrong. All dictionaries just have their own files, you can install them in any order you like.
