Yes, but no one has done the work.

Theoretically, yes an iPhone app could record the audio of a model t saving
a cassette file and then decode it, turn it into a file and share it with
some other app (like Google Drive).

But no one has written an app to capture the content and do the decoding of
the cassette file format.

Obviously not the same thing but if you want to skip the middle man you can
run CloudT on your iPhone :-)
