As far as I'm aware, books are only charged 7% GST -- as of a couple of 
months ago, that was still true. And I've received no notice to the 
contrary (as a GST registrant, I get mailings from CCRA). There are also 
some "basic" grocery items and such that are exempt entirely (0%). So, no, 
not everything is charged the full GST rate.
