Yes and no.
Sometimes it works but mostly these day's it does not. Here at work I get my hands on a fair amount of machines and I used to think "oh joy, a new updated version of 10.3, saves me doing updates when doing a fresh install" but the last few I have had give me a message "this installer was made for a different machine" or something like that.
I got this message with the discs that came with the new G5's and iMac G5's.

I'm looking to install OS x Jag or Panther and have a question.
I've seen plenty of copies on ebay but a fair number are for a specific machine e.g. iBook. Does this matter or will any version of 10.2 (for example) run on any machine that meets the requirements for a generic 10.n install?
