Dual boot isn't an option whether OS 9 is on an internal or external HD. Any Mac sold in about the last 18 months will only boot in OS X.

Why? When Classic isn't running, OS 9 doesn't do anything. It consumes no resources at all, the same as any non-running application (which is what it is, effectively). Apart from regaining about 160 MB of disk space there's really nothing to be gained from removing it.
There is no comparison between IE on 9 and IE on X, and indeed IE on X is an historic piece of !!
True, but what he is concerned with is using it to check web pages he'd produced.
The big problem here is that the MacMini came working out of the box with 1 partition, hence the external FireWire drive for OS 9. Alternatively use Carbon Copy Cloner to shift the Mini to a fireWire box, create 2 partitions on the Mini, clone the OS X back from the FireWire box and fresh install OS 9 in the 2nd partition.
Even when dual-boot is possible there's be no need to put OS 9 on a separate partition. It's almost always a bad idea to partition with OS X.
