Mine was fine on 8.6, 9.2.2 and OS X from 10.0 - 10.3. It's just under
Tiger with this Mac mini.
A few questions:
1) Do you get the warning message when you start up the mini, just as
the login window appears, saying that no Bluetooth mouse can be located?
2) Do you have a Bluetooth module installed in the mini?
3) Are you using the Graphire as your only mouse?

I do have Bluetooth in my mini, though my situation's probably not much
help to you as I do use a seperate mouse (in fact, I put the Wacom mouse
in the cupboard a long time ago because I prefer the feel and accuracy
of my Logitech.)
I have seen the warning message on boot very occasionally when my KVM
switch gets funny about power distribution (I have the keyboard and
mouse hooked up to the KVM switch and my printer and the Graphire hooked
up to the back of my Apple keyboard [the white one with the 2 USB ports
either side of the cable]) and then I have to unplug all the USB devices
and plug them back in - sometimes just unhooking the KVM switch works,
sometimes I have to unhook everything from the switch and connect them
back up in sequence.
