The problem isn't as bad as that - the Wacom tablet works fine, other than being a bit erratic in its sensitivity. The issue is that Tiger thinks it isn't connected when in fact it is and it's working - if it wasn't I'd have to plug in one of my wired mice and dismiss the warning dialog with that.
It's almost as if, like you suggest, the wireless-checking "extension" is starting up before the Wacom one and spotting the issue, only for the Wacom extension to be running by the time you see the message. It's just a minor niggle but one that can be a bit alarming the first time it pops up and not something that makes OSX look particularly slick.
I doubt Apple will do anything about it - they're obviously pushing Bluetooth now and I guess it'll be up to Wacom. Having said that, 10.4.3 is supposed to fix something as weird as the Palm Desktop command-Q issue, so I live in hope :-)
